緣起 
由於氣候變遷對台灣的影響愈趨嚴重,故國內已有許多單位積極推動氣候變遷調適策略相關研究,以降低台灣面對氣候變遷之衝墼及風險,並作為未來政策擬定參考依據。目前行政院國家科學委員會及經濟部水利署於此研究領域有相當密切的合作關係。 
其中,國科會於2009年推動為期三年(2009-2012)之「台灣氣候變遷推估與資訊平台建置計畫」,以建構氣候變遷跨領域研究與應用平台,落實研發成果於跨部會調適政策之應用、建立台灣氣候變遷之未來推估以及強化台灣區域為研究重點。 
而經濟部水利署於2010推動為期四年(99~102年)之科技研究發展專業計畫「氣候變遷對水環境之衝擊與調適研究計畫」,以因應全球氣候變遷對水資源、旱災、防洪及海岸防護等事項可能造成之衝擊,並加以研擬調適策略。 
為瞭解國際氣候變遷研究趨勢,以及加強跨領域合作的溝通,國科會與水利署合辦國際暨研討會,擬邀請美國、澳洲、加拿大、英國、德國、日本、韓國、瑞士與中國大陸等國際專家學者進行交流以瞭解國外研究趨勢,並於研討會第三天發表各計畫之研究成果,以期達到研究與應用端之跨領域溝通。
